Relocalización voluntaria de familias a Santurce y otros centros urbanos como respuesta al paso de los huracanes Irma y María

Abstract

Para atender la situación de emergencia en Puerto Rico tras el paso de los huracanes Irma y María, el Congreso de los Estados Unidos asignó fondos CDBG-DR. El Departamento de la Vivienda local estableció un Plan de Acción para la Recuperación ante Desastres para la Utilización de Fondos CDBG-DR en Respuesta a los Huracanes Irma y María, que incluye el Programa de Reparación, Reconstrucción o Reubicación de hogares (Programa R3). El Programa R3 brinda asistencia para reparar o reconstruir hogares actuales, o adquirir un nuevo hogar, a individuos y familias afectadas. Bajo este programa, las propiedades ubicadas en zonas inundables están impedidas de recibir fondos CDBG-DR para reconstrucción y rehabilitación, quedando sólo la alternativa de relocalización de los dueños. Los individuos y familias que reciban fondos CDBG DR bajo el Programa R3 para reubicarse tendrán oportunidad de escoger dónde será su nuevo hogar, siempre que cumpla con los requisitos federales y estatales dispuestos. Este proceso de relocalización no está planificado ni organizado a nivel estatal, regional, municipal o comunitario. Este proyecto propone tres alternativas para facilitar el proceso de relocalización, utilizando a Santurce como centro urbano propenso para la relocalización. La primera consiste en permitir que las cosas continúen como están, sin una intervención directa de planificación. La segunda alternativa consiste en que el Municipio de San Juan dirija un proceso de relocalización a Santurce, integrándose en la toma de decisiones, y ayudando a preparar al barrio de Santurce como un destino idóneo para la reubicación de familias. La tercera alternativa consiste en utilizar una Corporación Municipal para dirigir el proceso de relocalización y ayudar a establecer unas condiciones en el barrio de Santurce que fomenten la relocalización voluntaria a dicho barrio. Luego de un análisis del marco teórico, del marco reglamentario pertinente, del perfil sociodemográfico de Puerto Rico y Santurce, de estructura urbana e infraestructura, y estudios de casos se escogió la tercera alternativa, programándose una serie de actividades e intervenciones particulares dirigidas a que una mayor cantidad de individuos y familias seleccionen, voluntariamente, una unidad de vivienda en Santurce como su nuevo hogar.To address the emergency situation in Puerto Rico following Hurricanes Irma and Maria, the United States Congress allocated CDBG-DR funds to Puerto Rico. To manage CDBG-DR funds, the Puerto Rico Department of Housing established a Disaster Recovery Action Plan for the Use of CDBG-DR Funds in Response to Hurricanes Irma and Maria (2017), which contains initiatives including the Home Repair, Reconstruction or Relocation Program (referred to as the R3 Program).The R3 Program provides assistance to individuals and families who meet federal and state requirements to repair or rebuild their current home, or purchase a new home. Under this program, properties located in flood areas are prevented from receiving CDBG-DR funds for reconstruction and rehabilitation, leaving only the alternative of relocation of the owners.Individuals and families who receive CDBG-DR funds under the R3 Program to relocate will have an opportunity to choose where their new home will be, provided they meet the federal and state requirements set forth. This relocation process is not planned or organized at the state, regional, municipal or community levels.This project proposes three alternatives to facilitate the relocation process, using Santurce as a prone urban center for relocation. The first is to allow things to continue as they are, without a direct planning intervention. The second alternative is for the Municipality of San Juan to direct a relocation process to Santurce, integrating itself into decision-making process, and helping to prepare Santurce as an ideal destination for the relocation of families. The third alternative is to use a Municipal Corporation to direct the relocation process and help establish conditions in Santurce that encourage voluntary relocation to said neighborhood.After an analysis of the theoretical framework, the pertinent regulatory framework, the sociodemographic profile of Puerto Rico and Santurce, the urban structure and infrastructure of Santurce, and local and international case studies, the third alternative was chosen, programming a series of particular activities and interventions aimed at ensuring that more individuals and families voluntarily select a housing unit in Santurce as their new home.
