Abstract

Twenty-five years ago, Law Number 54 of August 15, 1989, better known as the Prevention and Intervention of Domestic Violence Law, was passed. This Law establishes the public policy to handle gender violence in Puerto Rico, which is a social issue. This research analyzes the gaps in Law number 54 of 1989, as amended, regarding the praxis and obstacles faced by young people between 18 and 20 years of agein the processes of accessing the resources provided by the law to their citizens, as well as their participation in the development of these social policies.

The purpose of this proposal research is to understand the meanings that each participant of the study gives to the perspective of human rights in the youth population. During the investigation, the divergences and convergences of the different sectors in relation to the rights of the youth population was studied.This research creates and produces knowledge from a human rights perspective inthe context of the legislative and judicial system of Puerto Rico.

One of the main objectives of this study focuses on the perception of young people between 18 and 20 years of age regarding Law 54 of 1989, as amended, and whether they believe if this law is a protection mechanism for them and, on the other hand, if they consider it necessary or if it should be reviewed so that they may be included as a protected population.

This research uses a qualitative methodology with an exploratory approach. The data was obtained from a group of non-representative intentional participants, through semi-structured interviews.

The research aims to raise awareness among social workers about the need to identify the population of young people between 18 and 20 years of age as legally vulnerable, since their access to services is limited by the age majority determinations according to the Civil Code from Puerto Rico.
