El liderazgo estratégico y la experiencia educativa de los jóvenes transgresores en Puerto Rico

Abstract

The institutions that serve young offender in Puerto Rico offer educational and occupational programs aimed at; on the one hand, to the personal, academic and human development of the youth; and on the other, to achieve rehabilitation that prepares them for reintegration into the community. Therefore, they are also educational scenarios in which the leader is the figure in charge of guaranteeing that quality services are offered in accordance with their needs. Therefore, the strategic leadership must be able to articulate standards, policies, procedures, regulations and initiatives for the full fulfillment of the institutional mission and vision. For this reason, the mail purpose of the research was to identify the strategies used by the school director in the juvenile institution under the Department of Correction and Rehabilitation of Puerto Rico (DCR), to assure that quality of the educational services is offered to institutionalized juveniles. The study was completed using the qualitative method with a simple case study design. Interviews with the educational leader, interviews with teachers and document analysis were used to collect the information. This case study served to make visible the population of the youth transgressor in the institutions in Puerto Rico. In addition, the challenges faced in the programs were identified to adapt educational and rehabilitation options of the specific needs of young people. As well as the divergences between regulations and operational process both in the planning and development of the educational program. On the other hand, the importance of establishing effective interagency agreements was also evident, to strengthen the offer of services to young people, so that comprehensive rehabilitation is achieved that facilitates their reintegration into life in the free community. Finally, the importance of strategic leadership was evident to articulate interagency communication that promotes full compliance with regulations that govern the educational programs in the DCR and the continuity of the current programs in the juvenile institution.Las instituciones que atienden jóvenes transgresores en Puerto Rico ofrecen programas educativos y ocupacionales encaminados de una parte, al desarrollo personal, académico y humano de dichos jóvenes; y de otra, a lograr una rehabilitación que los prepare para la reinserción en la comunidad. Por lo tanto, también son escenarios educativos en los cuales el líder es la figura encargada de garantizar que se ofrezcan servicios de calidad acorde con las necesidades de estos. Por lo tanto, su liderazgo estratégico debe ser capaz de articular normas, políticas, procedimientos, reglamentos e iniciativas para el cumplimiento cabal de la misión y visión institucional. Por esta razón, el propósito principal de la investigación fue identificar las estrategias que utiliza el director escolar en la institución juvenil adscrita al Departamento de Corrección y Rehabilitación de Puerto Rico (DCR), para garantizar que se ofrezcan servicios educativos de calidad a los jóvenes institucionalizados. Se realizó el estudio utilizando el método cualitativo con un diseño de estudio de caso simple. Para el acopio de la información se utilizaron entrevistas al líder educativo, entrevistas a los maestros y el análisis de documentos. Este estudio de caso sirvió para visibilizar la población de las instituciones juveniles en Puerto Rico. Además, se identificaron los retos que se enfrentan en los programas para atemperar las opciones educativas y de rehabilitación a las necesidades específicas de los jóvenes. Así como las divergencias entre las normativas y los procesos operacionales tanto en la planificación como en el desarrollo del programa educativo. De otra parte, también se evidenció la importancia de establecer acuerdos interagenciales efectivos, con el fin de fortalecer la oferta de servicios a los jóvenes, de manera que se logre una rehabilitación integral que facilite su reinserción a la vida en la libre comunidad. Finalmente se evidenció la importancia del liderazgo estratégico para articular la comunicación interagencial que propenda en el cabal cumplimiento de las normativas que rigen los programa educativos en el DCR y la continuidad de los programas vigentes en la institución juvenil.
